Undergraduates
Undergraduates of the Stateside Persian Flagship Program will be eligible to apply for the summer and/or yearlong Persian Flagship Program in Dushanbe, Tajikistan. The study abroad summer and/or yearlong is designed to prepare participants to reach the Advanced level of language proficiency in Persian. Graduates
The Persian Graduate Flagship Program is a collaboration between 2 institutions: the University of Maryland (UMD) and the American Councils for International Education (American Councils). Through the Persian Graduate Flagship Program, students achieve a professional level of proficiency during one year of study in the UMD Masters of Professional Studies program (MPS) in College Park, Maryland, followed by one year overseas in the Persian Overseas Flagship Program in Dushanbe, Tajikistan, administered by American Councils. Admission to the Persian Graduate Flagship Program is contingent upon admission to UMD's MPS program and on provisional admission to the Persian Overseas Flagship Program in Dushanbe, administered by American Councils. The Persian Graduate Flagship application contains a section for both UMD and the American Councils. Both sections must be completed by the applicant. Each institution reviews the applicant according to its own criteria; admission to the Persian Graduate Flagship Program is contingent upon meeting both UMD and American Councils requirements.
University of Maryland: Flagship students complete the domestic phase of the Persian Graduate Flagship Program at UMD. The MPS program will admit students of various disciplines who have strong motivation to achieve higher levels of competence in Persian and have an ACTFL proficiency level of Intermediate-High (1+) or Advanced-Low (ILR 2-) in speaking, reading, and/or listening.
The Overseas Flagship Center, Administered by American Councils: Flagship students spend the second year of the Persian Graduate Flagship Program in Dushanbe, Tajikistan. American Councils selects candidates on a competitive basis. At the time of application, provisional acceptance is granted upon demonstration of Intermediate-High (1+) or Advanced-Low (ILR 2-) in speaking, reading, and/or listening. Full admission is granted after 2 semesters of study at UMD, based on demonstration of acceptable progress in the UMD curriculum and the recommendation of the UMD Persian Graduate Flagship faculty. After the second semester at UMD, students take a language proficiency test for placement in the Persian Overseas Flagship Program in Dushanbe. Normally, students will be able to demonstrate "advanced" proficiency in Persian equivalent to the Interagency Language Roundtable (ILR) Level 2/2+ at the time they take the pre-program exam to go overseas. Successful candidates will need to show strong motivation to achieve "professional" language proficiency in Persian.

Overseas Flagship Center: Apply to American Councils for the Overseas Portion of the Program

- Three hard copies of the completed Online Application Form;
- Essays: Statement of Purpose in English, Persian essay (originals plus two copies of each);
- One official set of college transcripts from all previous institutions (must be received in a sealed envelope from the issuing institution);
- Two letters of recommendation
- Copy of passport or a note stating when the applicant expects to receive a new passport (passport must be valid until at least February 20, 2012 and have at least 2 blank facing visa pages).
In the final stages of the selection process, selected applicants will be contacted by email to schedule oral phone interviews (OPI). Interviews will last approximately 30 minutes. Applicants will be responsible for making the call at the time of their interview. This is part of the admission process.
