All qualified applicants who submit their completed application and supporting documents by the January 20 deadline will have to take the online Russian test on January 25, 2012. For the Russian Domestic Flagship students, the test location and time will be arranged by their insititions. At-large students will take the test on their own within the allowed timeframe. All applicants will receive the detailed test instructions via e-mail upon the submission of the online application.

The Russian Overseas Flagship Program online application 2012-13 is now live
American Councils is glad to announce that the online application for Russian Overseas Flagship Program 2012-13 is now live and can be accessed here. The application deadline is January 20, 2012. American Councils encourages all qualified learners of Russian to submit their applications.

This act created the National Security Education Program and the Boren Scholarships and Fellowships. Russian Overseas Flagship 2011-2012 pre-departure orientation
The Russian Overseas Flagship pre-departure orientation took place on August 23-26, 2011 in Washington, DC. Nineteen American students selected for the 2011-2012 program in St. Petersburg participated in the orientation, along with their Resident Director, Homestay Coordinator, several program alumni, and Flagship faculty and staff from NSEP, IIE, American Councils, and St. Petersburg State University. During the three orientation days, the students were offered a wealth of information on the goals of the program, language acquisition techniques, cultural adjustment, health and safety, and specific aspects of living and studying in Russia. In addition, before and during the orientation all students were given diagnostic language testing, including a computerized test and oral proficiency interviews (OPI) with a certified tester.
